Newest reply on top?

Is there any way on the user side of things that I can change this setting? I hate when forums have the topic layout this way.

That's a problem that should be fixed very soon. In the meantime you can change the setting manually. When viewing a forum, you can change the setting from the display options located towards the bottom. Make sure it says last post time and choose decendng in the next box.
